You have convinced the neighbor girl that being tied up can be a fun game and she is naive enough to believe it. The story begins where you have already had her tied up for a long time and won't let her go. To make things more interesting you have removed most of her clothes and she is not happy. She is actually getting kind of creeped out and scared now that she is naked, in your basement, and tied to a pole.
