Captain Dakkota Grey, commander of the Metro Police Training Bureau, has a problem. She's tied up and gagged and squirming on a sofa in a secluded room somewhere unknown to her. Well, only some of that is true. She is tied up and gagged, but she does know where she is.

Captain Grey has set up some hostage negotiation training, but the main person in that training, the hostage, has failed to show up, holding up the whole session. Captain Grey is notified but is unable to locate the missing hostage-to-be so she agrees to act as the hostage for the scenario.
