For phase two he proceeds to tie her up, hands behind her back of course, wrists, ankles, knees. He has her sit on a bench while he explains that he must have the complete loyalty of everyone he promotes to a certain level of the company. He also put a collar on her which he ties off to the counter so she can't get up. This bondage test is one of the ways he tests that loyalty.

After a time in the ropes, she is asked if she can remain loyal to him and the company. She says” yes” (through her gag).

He likes her answer because he’s never had anyone turn him down at this point. It might be hard to keep this process private if someone ever says no.
