The name on the license is Amanda Foxx, and his trained eye can tell that Amanda is very anxious about something, perhaps about being over, or perhaps about something more. Amanda can't believe this! She is bursting to pee and this asshole cop chooses now to stop her getting home. She sits squirming as she waits for the cop to come back, hoping he will let her off with a warning, or at worst with a ticket. But there is something else, and if he finds out about it, he may arrest her. When the cop does finally come back, Amanda's worst fears are realized; she is made to step out of the car and the cop handcuffs her.
