Charlie Monaco has been unlawfully arrested and tied to a chair and stripped down in to only her shiny pantyhose and bra. As Charlie struggles she tries to get the officer to take the handcuffs off or at least loosen them they are so tight! Charlie does not give up and gets more and more annoyed as she is ignored by the Police Officer, she cannot quite believe that this is happening!
