The Headmistress selects the most severe dragon cane in the cane vase and proceeds to cane him until she's satisfied. She doesn't count the strokes, she just delivers stroke after stroke until he's crying and she's happy he's at least starting to learn his lesson. This is the hardest Miss Burcham has ever caned a pupil.
