Dakota Charms has been captured and tied to the tickle table by a rival spy Russell Grand. Russell is determined to retrieve a another secret formula Dakota is guarding. He tickles Dakota's feet with a feather but she wont talk. He continues with his fingers and a hairbrush making Dakota laugh and plead but she wont break.
