Cowboy Tony Dinozzo is all tied up, and Sheriff Toby Springs is excited to get his boots back. Toby puts his boots on, and steals Tony's hat. Toby leans down and starts to tickle Tony's soles. Toby tickles his feet, and tells him he shouldn't have tried to sneak into the jail. Tony laughs and squirms as Toby tickles his soles relentlessly. Tony begs for Toby to stop - but he just tickles him more. Toby leaves Tony all tied up while he leaves to eat... He will come back later and throw Tony in a cell.
