Officer Taylor is escorting a criminal (Codi) who is turning state's evidence in exchange for immunity from prosecution. Taylor does not like the fact that this criminal will get off scott free and does not treat her with respect. Instead of making Codi comfortable in the safe house, she keeps her in handcuffs.
