Annie is in the shower soaking that dense mane with the water from the shower nozzle on the hose. It takes time to completely soak her hair because of it's thickness and denseness. Once she has it soaked, she pulls on it and grabs the shampoo, telling us how much shampoo she needs. As she applies the shampoo, the camera goes in for some detail shots, showing the fresh shampoo as it works its way into the hair folicles.
