Carmen gets arrested while on the beach by the beach patrol. She's wearing her bikini when she gets cuffed behind the back and then the cuffs are moved to the front. She is taken to the police station where she thinks she is gonna get to go home, but there is a warrant for her arrested...so of course she is put into transport restraints.
