Officer Payton goes to make her first arrest for a man involved in a hit and run the night before. She cuffs him, searches him, and takes him downtown. At the station she puts shackles on him and leaves him to wait. Later she has him change into a jumpsuit and then puts transport restraints on him. Next she takes him to a holding room where she waits with him until transport is ready.
