When Hinako meets people, she gets right to business, skips the formalities and get right down to the tickle tor ture. This is what happened with the cute Yacchi, who, upon meeting Hinako for the first time, was tied spread eagle and tickled mercilessly by her. From what I can see, she seemed to enjoy it though.
