Scarlett Lush was a bit naive and agreed to help out the plainclothes police officer who was leading a task to improve community relations. Protestors complained that far too many of the people being arrested looked similar, and that look was not that of a redheaded woman. So if Scarlett would help him out and let herself get arrested, the stats would change and quell protest. Now she's in cuffs, and shackles, and he follows through with a full examination, which includes taking her shoes off and dusting her bare feet for evidence!
