Scene One: Acquiring evidence

I call in Officer Hicks to my office for a special offer. “I'm putting together a squad” I tell her, of the most kick ass cops I can find. They will be off the books, doing what needs to be done in order to save this city. I can't give them a raise but I can give them anything they take from the criminals.
