You would be sitting in a chair (or on your bed) while the camera would remain on the floor facing your feet, like if I were laying in front of your feet. (If you have a small tripod to set the camera on, then that would be great.) You would lift your toes slightly off the ground (but not too high off the ground) with the back parts of your feet still touching the ground, and that would give your toes room to perform toe curls.
