Jessie Colter works for the mob, and his boss, Nito, is not happy about something he fucked up. Jessie has been told to wait in a room in his underwear for his punishment.

Nito likes Jessie, and doesn't want to see anything really awful happen to him, but he must be punished, so Nito tickles Jessie's feet, then makes him humiliate himself by worship Nito's feet.
