This is Part one of Kat Black's Giantess saga. She has become a giantess and at first is hesitant but quickly gets corrupted and bit horny with power and eventually destroys a good part of the town and at the end explains how they all need to worship her and proceeds to command them to clean up the town and start doing work for her. She leaves to go have more fun which we will see in Part 2
