Captain Wood brings in a Cadet who has been caught AWOL. Councillor Powers is there to offer him choices. Either he gets locked up or he gets a punishment. He has a few moments to decide and goes for the punishment. He has his trousers removed and is then bent over a chair, hands down flat. Wood and Powers use a pair of leather paddles to alternatively and simultaneously spank his bottom until it's very red and sore so he won't ever be caught doing this again.
