Joe has come into the emergency room with a sprang thumb and wants immediate attention. Sybil, being the Chief of Staff, tells him that other citizens are waiting to be seen before him with much more critical procedures than a sprang thumb. Joe demands attention and grabs the Chief of Staff, wrong move on this sprang thumb because there will be more to fix to Joe when Sybil is done with him!
