Restrained with hand cuffs and ankle cuffs, Penny is laying vulnerable not able to move whilst Frankie begins to tickle her starting with her feet then working her way up her body. Penny hates being tickled so is uncontrollably laughing as she cannot get out of these cuffs. Frankie uses a hairbrush to tickle the soles of her feet as she knows how much penny hates it, then goes to her armpits.
