He gives her just enough each time to lose the staring contest, but not enough that she figures out what he is doing to her. At her first loss, he gives her the choice of removing her blouse or smoking a funny cigarette. She is mortified, saying she does not smoke funny cigarettes and will not take off any clothing, especially because he is filming this! At each point she begs him to change the options, but she is ultimately teased out of her clothing, not understanding how she keeps losing.
