After reviewing the security footage, the offender was suspected of masturbating in public. He is searched, photographed, and inspected by the guard. Documents show he is not a citizen. Fearful of being deported or joining the state's Sex Offender Registry, he comes to an understanding with the officer. The young perp is released without being taken into police custody.
