BrightStar wants to catch Bopo the Clown. She wants to use a convict who knows Bopo & is serving time for petty crimes. If he helps her nail Bopo, he will get a full pardon. He's going to tie BrightStar up & pretend he's captured her. As an added bonus, she has some precious gems to also lure Bopo into her trap.
