A social studies student on an outreach mission falls into conversation with the town Silly. The old man surprises the student with his perspicacity, wisdom, and humor. They sit next to one another on a park bench as daytime darkens into evening. Several streetwalkers materialize in the twilight. The student laments the desperate economic circumstances which must have driven the women onto these sidewalks. His companion slowly shakes his head and begins describing a scenario which, according to him, could unfold in any neighborhood across America.
