She puffs her cheeks to the limit and pushes with all her might, trying to drive some air into the balloon. Her lips most likely further reduce the size of the air passage, making it even harder. But she isn't taking no for an answer, and manages to put a decent amount of air into the decidedly indecent balloon. After trying every variation she can think of, she switches to a tuba mouthpiece and fills the balloon in a single breath, then after a couple of extremely pouchy, red-faced efforts, manages to make it burst, which may be a first for a 260 at the Lab.
