No this is not referring to the administrator ...though I can see where you might get that idea from! This pupil has been sent to see the Headmistress before and received 12 strokes of the dragon cane that time, this time however, he knows that Miss doubles' the number of strokes so he his told to bend over to receive his 24 strokes!!
