Sandra had earlier agreed to transfer some documents as part of a ransom, which upon being received, Sandra's clients' step-daughter would be released. However Sandra has to agree to be crossdressed and to be fully tied up, gagged and hooded while the transfer is being done, in order to ensure there's no funny business.

Star Nine explains all this to Sandra and verifies that Sandra is agreeing to all of this of her own accord. Star uses zip ties to secure Sandra, then shoves a pair of panties in the silly crossdresser's mouth and adds layers of vetwrap to hold them in place.
