Penguin staples the material to the table edge and restrains his captive crime fighter in his cruel makeshift cage. Let the mockery and gloating begin Batgirl is stretched out face up, totally helpless and virtually unable to move. She's held in place by a wire net that Penguin has stapled to the table she's dumped on. Catwoman circles the captive and enjoys every aspect of the victim before her.
