When Batman and Robin are warned that Commodore Schmidlapp is in danger aboard his yacht, they intervene on a rescue mission using the Batcopter. As Batman steps down the ladder to land on the yacht, it suddenly vanishes beneath him. He rises from the sea with a shark attacking his leg. After Batman removed it with shark repellent spray. Batman and Robin return to Commissioner Gordon's office, where they deduce that the mission was a trick of the United Underworld, a gathering of four of Gotham City's most powerful criminals: the Joker, the Penguin, the Riddler and Catwoman.

The four criminals equip themselves with a dehydrator that can turn humans into dust (a Schmidlapp invention) and escaped in a preatomic submarine. Batman and Robin learn that the yacht was indeed a holographic projection and, aboard the Batscafo, investigate a buoy that hides the suspicious projector. They use a radio as a detonator to destroy two torpedoes. Catwoman, disguised as a Soviet reporter Kitka helps the group Bruce Wayne and pretends to be with him, as part of a plot to lure Batman into a trap (not knowing that Bruce Wayne is Batman's alter ego) . After Bruce Wayne manages to escape, he masquerades as Batman again and, along with Robin, returns to the criminal headquarters, only to find a smoking bomb. Batman rushes across the harbor in hopes of finding a safe place to lay the bomb, and by a whisker manages to get rid of it. The Penguin, dressed up as a Commodore, offers to identify himself in the Batcave along with five dehydrated henchmen. This plan fails when the henchmen suddenly disappear as antimatter once hit - the Penguin mistakenly rehydrated them with the heavy water used for the atomic stack, making them highly unstable.

Ultimately, Batman and Robin fail to prevent the of the United Nations Security Council at the World Organization Building of the WHO (thus extorting billions of dollars in ransom). With the Batscafo, they intervene to recover them (and Miss Kitka, presumed by the duo as their prisoner). Robin uses sonic charges to disable the Penguin's submarine and it to emerge, where a fight breaks out between the duo and crew, including the Joker, the Riddler and the Penguin. Although Batman and Robin win the fight, Batman is heartbroken to discover that beloved Miss Kitka is actually Catwoman when her mask falls off. Commodore Schmidlapp accidentally breaks the vials containing the Council members into powder and sneezes on them, scattering the powder.

Batman and Robin get to work, using an elaborate super molecular dust separator to filter the mixed dust. Robin asks if it might be in the world's best interest for them to alter the dust samples so that humans can no longer harm themselves. In response, Batman claims they can't, reminding Robin of the fate of the Penguin's henchmen and their tainted rehydration, and they can only hope that people in general learn to live together in peace on their own.
With the world's attention, the Security Council is being rehydrated. All the members are back in human form and health, but they continue to quarrel with each other, totally oblivious to their surroundings, but each of them now speaks the language and displays the stereotypical mannerisms of a nation other than their own. Batman quietly expresses his sincere hope to Robin that this "mixing of tongues" will do more good than harm. The duo quietly leaves the hall of the Palace climbing out of the window with their strings.
