The City Counsel has passed a new ordinance, every Super Heroine must pass a test & get a license to fight crime in the City. The Police Chief tells Power Babe ( Ultra Sexy Hannah Perez) about it. She wakes & struggles & is about to get loose. Now Bloomski grabs her & rags her out. SHE HAS LOST 2 CHALLENGES. Bloomski comments on how good Mr. Woo's methods are. NOW HE CRADLE CARRIES HER TO A TABLE & TIES HER DOWN TO IT. Once again she wakes & struggles. She manages to get loose & goes to untie her legs. Bloomski warns her to be on guard & she tells him to quit looking at her ass. THEN HE INJECTS HER & ITS LIGHTS OUT FOR HER. She has failed the licensing process. She wakes & only has her tights & boots on. She is tied to the wall. She sees Bloomski approach ( we cant see him) He's wearing a leather lederhosen & he has oil spread over his body WHAT A KINK MEISTER! He wants her bad. She doesn't want any part of this. HE SHOWS HER IF SHE WILL HAVE SOME FUN WITH HIM, HER LICENSE WILL BE APPROVED. She refuses. So he injects her again & its off to dream land. Now he can do what he wants with her. BUT HER LICENSE IS NOW DENIED!!!
